      I’d like to go sometime, but not for a holiday per se.. they have a language exchange programme and I’m interested to learn the differences between north and south dialects. Asian languages are my major of study though..

      @@EndohMiharu Otto Warmbier had the secret code to go to the 5th floor of that very hotel that was given to him by some spy. The 5th floor is used for government offices and is not accessible and forbidden to the public. Warmbier went to that floor late at night and ripped a slogan with the Generalissimo's name in it that he stole. Surveillance cameras caught him and authorities knew he had done that but didn't arrest him that night and let him finish his trip in north korea to see if he had planned further acts against the state or if he felt guilt and returned the stolen artifact before leaving the country. When he went to the airport they searched his luggage and found the piece he stole and he was arrested and not allowed to leave North Korea and was condemned to 15 years of forced labor. Usually people are released after 2 years of good conduct. Warmbier was an adept wrestler and he probably had suffered from head concussions in the Usa as he was taking headache medicine already coming to Korea. During his prison sentence he took too many and demanded more and fell into a coma. When he returned to Usa the parents refused an autopsy because they knew he had head concussions prior to going to Korea and that revealing it would expose the false story of him being tortured.

    Any foreigner, especially American, takes a huge risk going to this country. You are very brave to get all of this footage. I would have been afraid to even step one foot out of my hotel room, let alone film anything around me!

    I'd imagine the staff access the fifth floor via a hidden service elevator or secret back stairs. I used to work in an office complex in the UK where there were two executive floors that could *only* (aside from fire escape routes) be reached by a special elevator that went direct and to nowhere else. It had separate and incompatible authorisation and access management to the rest of the estate. If you didn't know how to get there and/or didn't have the correct access, you weren't getting there unless escorted. Simple as that.
    Chances are the fifth floor of this hotel is now sealed to those unauthorised.
    Also that 'waitress' who sent you back to the lift is a beautiful woman.

    To tell you the truth my dad worked as night receptionist in an hotel here in Abano Terme, Italy, and he was the only dependent in hotel at night. Some nights I went to work with him and the hotel was so deserted and empty. Nobody in the hallways, the hotel looked like empty. It was quite creepy. Here instead you get off the elevator and magically the waitress is right there to send you out. I'd never thought an hotel full of people would look more creepy to me than an empty one

    I think they just accommodate the employees in the empty floors. Such a weird contrast between the locals living there and the tourists (you guys) fooling around, but I do have to say that that lobby of the hotel looks really nice actually.

      I agree. It's totally normal for hotels to have spare rooms set aside for staff and bear in mind this is North Korea - they may live there permanently.
      The floor with the beautiful 'waitress' was likely staff accommodation which would be off limits to the public.

    Sure it could be something nefarious typical of the hermitage regime, or it could also be a service floor not meant for guest or public occupation.
    I personally know of 43 story building where the 15-16 and 30-31 floor are industrial floors dedicated to climate control systems AND with cross current channels meant to alleviate wind shear on the building. The floors are only accessible by the public elevators when those elevators are on fire department mode, and only accessible from the freight elevators with a specific key card.
    I also know of another building where a parking structure takes up a majority of the first 9 floors and the 10th floor is a maintenance floor and only starting at 11 does the entire building become devoted to office suites.
    What also found have occurred is that entire floor was reserved for a specific group. Because of this it must remain accessible, but have a checkpoint to prevent unauthorized entry

      exactly lmao, there is a shopping mall in my city where the 5th floor is for staff and administration, and you can only go there through the elevator since there are no escalators or stairs that lead to it. Most normal thing in the world, it isn't "tHe FlOoR tHaT sHoUlD nOt ExIsT!!!", it's just a floor restricted for staff

      I used to work in an office complex in the UK. There was an executive suite which occupied two floors on one side of the building and that could *only* be reached by a specific dedicated lift, down some steps near the car park. It had its own access system and controls which was totally separate from the one used to access 'normal' areas.
      Access was only available to those who worked there permanently and a very narrow set of highly trusted cleaning and security staff. Nobody else got up there unless specifically escorted.
      And once you got to the executive suite it was again compartmentalised with more granular access controls. The finance director's PA couldn't just wander into the CEO's waiting area, for example. Even the CEO couldn't just walk into the Chairman's office either.

    Honestly I think it might be a bit less mysterious than it seems. Also in the West hotels, office buildings and hospitals have inaccessible floors as they are for staff or storage and offer no utility for most people.
    Also at my office there is a floor only a service elevator goes to and the stairs. It only has a couple of mailboxes and trash bins and staff like paper for the printers.
    It is not inaccessible because you aren't allowed to go there, but simply because there is no reason anyone would want to go there.
    Of course, in North Korea everything seems mysterious, and they are secretive about things for which there is no reason to keep them secret.

      You really think tourists could get off an elevator on a particular floor where something sinister is happening??
      Honestly, it's simple, you'd disconnect the button to X floor, you'd block the entrances and exits to X floor with numerical locks or electronic locks and that'd be that.

    Hey nerds, most buildings have a maintenance and security floor. It really isn't a weird thing. The 7th floor of a building on my campus in the US has no windows and the elevator skips it. The door to it on the staircase is locked. It's for maintenance. Not everything in NK is some crazy thing. Some, nay, most things are just normal.

    It's not unusal for guest elevators to work like this in the West. Service elevators used by the staff stop at all floors. Guest elevators only stop at floors with guest facilities.

    You need to use the stairs to get to the 5th floor. Been there. Most of the monitors on the screens are broken and no one was there when I visited.

      Administrative tasks. The floor is a meeting place for employees, is used for security and has some administration offices. @@van0tot100

    What really intrigues me, is that in Lebanon and Syria where the government provides only 12 hours of electricity a day (with the rest being provided by generators - the electricity goes off and back on after 5 seconds), 90% of citizens have 24/7 electricity. How can the whole of the DPRK, in PYONGYANG, not have enough to power the most prestigious hotels entirely, for a whole day?

      It has improved a lot since then. Electricity in Pyongyang these days is actually very reliable and people aren't reporting any major issues anymore.
      The whole Pyongyang blackout thing is a meme reflecting 20 years ago.

    My guess is that there isn't a 5th floor because the 4th floor (the lobby in the video) is a much larger floor with a high ceiling that takes the space of about two regular floors. I have seen buildings with missing floors because some of the floors had very high ceilings.
