To charge.a car battery you need to set the voltage greater than 13 typical full charge is 13.2 and is generally charged with about 14.6 v

I'd recommend going with 14.5V when charging car battery.. with 13V it won't never fully charge because fully charged car bat has around 12.8 to even 13.4V.. I charge my car bat without any converter with 15V.. My 10W panel has empty load Voltage at 21.5V, but under load it drops to 13-15V depending on sunstrength.. I wonder though, will dat output voltage on that dc dc drop too under load, or it stays the same but amps varies????

Yes...In case of that you need to adjust the output voltage by moving the screw on The buck Converter

when the panel voltage is 2v over 13v the voltage stays the same there is no point in adjusting it

Never ever try to use a cheap boost or buck converter to charge lithium batteries. Google CVCC charge method. You need current limiting with self shutdown. Or you will damage cell or burn your house!!!!
Alsow this type of charging for a lead acid cells is asking for trouble. Charging curves for lead acid are way more complex than for lithium. Unless you have some old lead acid battery that is about to die anyway, and your not afraid of beeing sprinkled with sulfuric acid from battery. Good luck with such 'hacks'
