About eyes, all the golden runes you find throughout the game are thought to be eyes. Grace resides in the eyes, and faded eyes are how people can tell you are Tarnished. All four of the Soreseal and Scarseal talismans are eyeballs, and Hyetta eats eyeballs of people afflicted with Frenzy to bring forth visions. What any of this has to do with Messmer plucking his eyeball out and popping it like a grape, I have no idea lmao

Y'know somehow I never picked up on those things being eyes myself, but now that you've mentioned it, I can see all of those dots connecting and realising that's 100% what they are. Thank you for pointing that out.

Eye is a rune meant to reduce serpent's influence, Mesmmer like his other siblings is cursed, in Mesmmer's case it's serpents he has on his body which allow him to shape shift which you see in his phase 2 after he plucked the eye out and crushed it in his fingers.
