    Mr Mbandi, the time of protectionism is long gone and that was the Country commitment in 1994. What is required is a safeguard measures not high taxation or punitive approach. I agree protectionism approach is a tired, out of tune economic model. Cost of production is caused by high electricity bills, corruption, luck of commitment to trade facilitation that, lead to unfavourable and unpredictable economic environment. The problem of Sugar industries is mismanagement, again corruption and politicians who want to import Sugar under the illusion of dumping and self created. Shortages.
    For dumping there is a WTO are trade facilitation measures such instituting anti-dumping reviews and investigation to the Country that's perceived to dumping it into Kenya. This again Mr Minister taxation is not a panacea and or a solution for protectionism approach for local industries. I offer myself to advice on matters dumping and countervailing measures as is specified in the Kenya Trade Policy Mechanism and trade instrument lodged at the WTO 1993-2006 and subsequent years thereof;. period.

    Paying taxes is not a bad thing for the country as long as it's tangible to kenyans. protectionism of infant industries even if Will pay more in short term but will benefits in long term if our production increases we have surplurs automatically prices will go down.

    On sugar levy to protecting local industry, the best option is to accord them conducive environment to operate. Cost of production, delayed payment to farmers, reduce electricity bill by kplc now that we have many sources of energy that is cheap.
    Discourage unnecessary imports and encourage local enhancement to bridge the gap.

      All sugar factories not just in Kenya but globally practice cogeneration of bio-renewable energy, which means they produce their own power, in Kenya we do it by burning bagasse which is sugarcane waste, to run steam turbines or turbo-alternators to generate power...the issue here is the law which mandates that they still have to sell that power to KenGen and repurchase the same power from kplc at industrial rates. This defeats any financial gains they would have realized by simply consuming that power directly. Additionally, sugar factories have perpetually been plundered by local politicians and members of the executive through corrupt sugar quota imports, the illegal sale of nucleus estate lands, which creates substantial manufacturing inefficiencies, as factories sometimes have to keep running yet there is no cane being crushed because shutting them down will cost more in terms of time and money to start them up again, the use of defunct sugarcane production, farming & harvesting equipment, and techniques... privatization will only serve to cover up the glaring theft that has been going on in the industry. Unless the government takes intentional measures to not only invest in the factories but also the farmers by either funding out-grower associations to purchase modern sugarcane farming equipment like new fuel-efficient tractors, drones for fertilizer application, mechanical sugarcane harvesters, and most importantly visionary extension services like weather stations and quick accurate soil testing facilities to enhance or reduce their cost of operations, this is will be a zero-sum game.
