Double ULTRA banner would just ruin the anniversary in every way possible. EDIT: Okay, I'll say it clear because i'm being misunderstood. From a Hype anniversary standpoint, sure, hype asf, best anni ever. But this is not Dokkan, guys. This is not just PvE in which you can break the game and nothing will happen. We have PvP and a meta and that needs to be managed with care. ULTRAs are WAAAY too powerfull and it's just powercreep. In order to keep the game as stable as possible in power and balance, THE BEST for the game's future and fan base is NOT having Double ULTRA banner RIGHT AFTER having BACK TO BACK double LF banners. And no, the "this is how gacha games work" excuse doesn't work here. This will mean a significant drop in players and that's not good for anyone, bandai included. I just want the best for this game and a bright future moving forward, and THIS is not the way.

Actually the p3 for Legends Fest 2023 genuinely was "surprising". A week before the reveals most were certain Ultra G4 was dropping but as we all know you can't drop a UI without it being leaked.
It can be one of these 4 things: 1. A really wanted Legends Limited Zenkai by the community for years, for example Tag Goku & Vegeta. 2. 2 ULTRAS for the 3rd part banners, such as Ssj4 Gogeta and Fusion Zamasu (can be another one) 3. An ULTRA Zenkai, which is not as crazy as you would imagine, for example the f2p ultras or Super Gogeta (Even with the plat equip, omega can't perform very well even though the equip itself is really good) 4. A Legends Limited ULTRA rarity character, which is the most unlikely thing to happen Any other ideas? Anyways, we can discard option 2. They already confirmed it's gonna be only one character

I think i have predicted this very very well : 1st anni LL super vegito releases, 3 years later his ultra drops. 2nd Anni LL vegito Blue releases 3 years later his ultra drops. 3rd Anni LL Ssj 4 gogeta and LL Fusion Zamasu releases and this anni is 3 years later so i predict a dual ultra drop with gogeta and zamasu. There is further evidence for this. There has been a lot of fusion buffs. there has also been a lot of future buffs. And keep in mind all zenkais and all raids have been powerfull opponent. They even dropped unique equips for the opponents these ultras fought in the anime. Omega shenron and Trunks and vegeta.
I think there does have to be some GT. Not only just cuz of the Omega plat and SSJ3 Goku Zenkai, but also the fact that the Extreme battle event has had so many GT characters.
I personally think the reason why this anniversary has been extremely unpredictable is because they have covered every hype moment from the Dragon Ball. In the prior years, we could tell that which hype moments were not covered and one of them would definitely be for the anniversary. That made the anniversaries predictable because we had a set number of options. With all of those options now gone, anything can happen.
Imagine we get 2 ultras, 1 ssj4 goku and ssj4 vegeta and if you have both of them in a team we can fuse mid fight simular to super vegito and ssjb gogeta... and it would be a 2 v 3 but yah it would be kool

The recent SS3 Goku (GT) Zenkai seems like he's mostly a bench unit for the recent Fusions and GT.
Maybe they want to launch some new summon animations at the start of the reveals and stuff? Like Beast Gohan vs Perfect cell and SSJ4 Gogeta vs Fused Zamasu and final reveal be ultra
Let me cook here. What if we go back to the time that we got that event with the release on SS4Gogeta and Zamasu and we apply what we got in the first banner with that goku/vegeta tag that fuses and then we get 2 ultras/lfs that are ss4Goku and Vegeta that can fuse into Gogeta and Goku Black/Zamasu that fuse into fused Zamasu (hell, make him also get a main that he can use to transform into half corrupted Zamasu or sort of a comeback like Frieza where he transforms into corrupted). This fits the whole theme with GT and god ki plus it sort of brings back to life that previous event while adding part of the theme we have going on into this anniversary!
