  • This video will show you the various steps that you need to take to ship perfumes and liquids via USPS. Don't get in trouble with the post office and follow these easy steps!
    *Update: After December 31, 2020, hazmat shippers will no longer be able to use the ORM-D Consumer Commodity marking on packages containing limited quantities of low risk hazardous materials.       Info is outdated. USPS changed guidelines in 2021. Also just fyi: EBay does not allow the sale of used or unboxed new cosmetics (perfume in same category).

      Didn’t work for me, they said I need a hazmat sticker that goes on the top. All that writing didn’t mean anything to them. I went to 2 post offices .

      As of January 1, 2021, Limited Quantity Labels replace the use of ORM-D labels per 49 CFR 172.315(d)(2). The new label can be purchased or made. The label is called” Limited Quantity Square on Point Warning Label”. There are two types. One for air, and one for ground. No perfume ( flammable) can EVER go on air transport including international without special permission from the DOT ( Department of Transportation), so ignore that label. All perfumes must go via ground (truck). IF you decide to make your own label, it must be 4” and put on the same side as the address. Only IF your box is too small should label be smaller, BUT it cannot be smaller than 2”. Also there must be a small border around the label which must be at least 0.08” or more. The label must be left blank. I found all this by googling “ how to mail perfume via USPS, and then reading the guidelines on shipping Level 3 hazmat items ( perfume is considered this level).

    Thanks for this detailed video - very clear. We have begun shipping colognes and fragrance body sprays via USPS domestic USA using the required Ground Surface labels which became a requirement after your initial video. We have been trying to get clarification from USPS (calls, emails) as far as shipping cross border USA to Canada, via same ground service and conditions. These are small consumer shipments well under the ounce parameters you mentioned. We cannot get a clear answer from USPS and prefer to not follow online blogs that simply say go ahead and ship... Local post offices also don't have the answer. Have you received anything definitive from USPS regarding cross border ground? Interestingly enough, Fedex seems to take far larger quantities cross border (they charge an arm & a leg...) and I've been told these shipments actually merge with USPS ground service, go figure. Any insight appreciated!

    Thank for the video. I had a horrible day at usps today trying to send Christmas gift to Canada, long story. So trying to find more info after seeing your video I found out that USPS won't allow to ship to Canada with ground services…

    Unfortunately, the Consumer Commodity ORM-D is outdated. I got three packages with perfume back in the mail today. The note they included said that ORM-D was outdated as of Dec. 2020. I had no idea and neither did my post office. A new symbol sticker is added to the package instead of the writing. I am looking for more specifics on it now.

    Really helpful video, I’m about to send nail polish as a gift. Two questions though:
    1. Will I get charged more money for shipping liquids, or just the normal rate?
    2. Is it okay to ship other items in the same box as well? (Normal shippable items like toys, shirts, etc. for example)

      Thanks for the compliment! And also, those are great questions.
      1) The post office doesn't charge any additional fees for shipping liquids. They charge just as they do on every other package by using dimensional weight (package weight & size).
      2) You can definitely ship with other items in the same box. As long as everything is packed well (to prevent breakage) you won't run into any issues.

    This video is very useful for the people from US, for europe it is very complicated to ship fragrances for normal people. I called every possible company to ask them if they have a ground service or Boat transport. Almost impossible to do it the right way for "dangerous flammable items" like perfumes. Fedex and UPS told me that you can only ship if you are a shop and you have a contract with them. DHL and DPD told me no directly. The only way to do it is to pack it well but to not declare it as being a perfume inside of the box. after that pray that the customs don't discover it. Not a proper solution but most of the time there are no issues.

      @@sthandolanga6056 Hi, i declared it as a decoration jar. I packed it so well i was 100% sure this will go trough without any problems. Swiss post sent it back to me 2 days later with a letter saying that they saw it was a fragrance with the X-ray Scan. Was afraid they were going to make me pay something for the false declaration, luckily nothing happened i just recieved the fragrance back. Difficult, i gave up mate.

    At the USPS post office recently, I asked for my package to be shipped Ground, but the clerk told me that he couldn't ship my item Ground, because the package has to be a certain weight, in order to ship it Ground. And because my package didn't meet the "weight requirement", the clerk sent the package First Class Mail, which was a more expensive shipping option. Was the clerk pulling my leg, or is that true, that a package has to meet a certain weight before it can be shipped Ground? Thank you!

      I sold some perfume printed off a first class label handed it to the post lady Mercari sent me a message staying I couldn’t get paid and the lady kept the perfume. I guess I put the wrong ounces I was so upset.

    I’m sure you ship fragrance USPS priority mail only if it’s in the same state. You’d have to ask your rep. But I ship a from San Diego to Los Angeles via priority all the time.
    Otherwise out of state is always USPS ground shipping

      That's a really good point. If it's in the same state it shouldn't land on a plane, and I wouldn't think you'd have any issues. The first time I shipped perfume I didn't realize the restrictions and shipped it airmail. The pressure from the altitude pressure made the entire bottle leak out. lesson learned I guess.     Thank you for this video! I’m about to ship some perfumes (mainly 30ml and 50 ml) and I was looking on the Usps website and the info is so hard to follow. I was told we need to have a sticker on the box as well that is DOT approved? Is that true or is writing on the box good enough? Thank you!

      I know the post office prefers stickers, but I've always used the writing method as an approved alternative. Personally, I don't ship perfumes in large enough quantities to justify purchasing the stickers. I've never had any problems with the post office using the method I showed (which I took from the USPS website). If I ever start shipping large quantities I'd probably start using them just to save the time. I hope this helps!

      Hello! Sorry I’m just now seeing your comment. Yes, with every postal carrier they all require flammable liquids to be shipped ground. This federal aviation authority prohibits flammable liquids from being shipped on planes. Any ground service would be fine to ship perfume. Otherwise, you’re taking a risk if you try shipping it air mail. I hope this helps! ~ Justin

      Great question! According to the post office, it all depends on the flashpoint of the liquid. Perfume usually has a flashpoint between 140º F (60º C) band 200º F (93º C). According to these specifications, the post office will allow you to ship up to a gallon per package. If the flashpoint is lower (and the liquid is more flammable) you’d be limited to 1 quart. Any liquid with a flashpoint above 200 isn’t considered hazardous and has no limitations. I hope this all makes sense. You can find this detailed in greater length at the following link:

    What if you’ve other gifts (watch/ rings/bracelets) along with a perfume to pack for the shipment in one box? How do you label the box then? How do you select it for air or surface..

    I just shipped my first perfume! Went well, but there is no insurance for ground shipping, retail ground is what they did, and so I had to buy insurance. Cost around 8.50 for the box and 3.50 for the insurance. I'm now trying to find out if body mist needs to go ground or can it go regular first class or flat rate? It has way less alcohol than perfume, but I can't find the answer.

      The post office isn't very clear with liquids that aren't hazardous. If I were in your shoes and it wasn't very flammable, I'd probably try to send it first class or flat rate. With priority you wouldn't have to buy extra insurance either. Chances are you'd be safe as long as you're not shipping a massive amount of liquids. Hope this helps.

    New to your video… great video! But what happens if you have a smaller box or sending in bubble mailer with no room to write all the information needed like you did in your video?

      Thanks for watching! I'd probably try to avoid sending perfume & liquids in bubble mailers. You can, but you run a lot higher risk of the post office breaking the bottles. It's possible, but I'd suggest really padding the mailer with plenty of bubble wrap. Also, I do often use smaller boxes when shipping perfumes. When I do, I try to write as small as I can and try to fit as much as I can on the box. When space is tight, I use a pen instead of a marker. If you can't fit any writing, you may not have any issues at all. As long as the post office doesn't inspect the contents, or as long as it doesn't break or leak, then the post office would probably never know that you're not following their protocols with marking the package. I hope this helps!

    Omg…. I just shipped a liquid today and I didn’t know I had to ship it differently :(
    My anxiety just kicked now. This was my first time shipping a small bottle. I sealed the cork with glue so it doesn’t open but will it explode or anything? :((
    I had no idea we had to ship them with all these things you just said. Am I going to be in trouble for that? I also gave it to the post office worker and she didn’t ask what was inside. Oh my gosh…Any advice on what should I do now?

      Hey there! No need to get worried. More than likely you’ll have zero issues. If you packed it well and they didn’t ask, the post office will never know and you’ll be fine. The tips I share in this video are best practices and general rules that you want to try to follow if shipping flammable liquids on a regular basis. I hope this helps.

    Hey I am trying to figure out if I should ship ups ground or USPS parcel select ground could help by telling me which is better for my case I am shipping 5 perfumes together with a total of 8.1 fl oz

      Lately, USPS has been more reliable and have given better service with their ground shipping. The last few months I've been disappointed with UPS ground I've had a few packages with UPS that have had very long delays in delivery. Which is crazy because in my 16 years of shipping with them i've never had issue until now. I'm hoping it's all covid related and that once the pandemic is over their service improves. If there's not much of a price difference, i'd probably use USPS if I were in your shoes. I hope this helps! ~ Justin

    If you do it with this method, would you still need to buy the "limited quantity" sticker? I am trying to do via Pirate Ship since Ebay apparently does not have Parcel Select Ground as an option anymore.

      Using this method is a way to get around having to use limited quantity stickers. If you're shipping in bulk, it's probably easier to purchase the stickers than it is to have to write out the ORM-D message. Also, it's definitely a bummer that eBay doesn't offer parcel post on their shipping label interface any longer. I have a feeling that they aren't offering it because they're really pushing to offer fast shipping to compete with Amazon. Hopefully it returns someday, because in cases like this it's necessary.     Okay I sent out perfume super well I put the perfume in a small brown box I handed it to the post lady them Mercari sent me a message that I couldn’t get paid I thought I did everything Right but I didn’t im out of the perfume and the perfume.       I'm sorry to hear that your having troubles with a sale. It's hard for me to give guidance without being able to see the message or knowing why Mercari is refusing the payout. I sell mainly on eBay and I know they have different policies the Mercari. But, in the times that I have had troubles with Mercari I've had a lot of success with calling a support rep. I'd start there and see why they are holding your funds and if there's anything that you can do to appeal the case. I hope this helps. ~ Justin

      That's a great question! I haven't used a kiosk in a while and don't know if there is a parcel or ground option on it (or if they only offer airmail).       Thanks for reaching out. That would really depend on the supplier or company that you're purchasing the perfume from. Sometimes they'll ship it themselves overseas. If they won't ship it, you could try reaching out to a 3rd party fulfilment company. Either way, you probably won't be able to avoid import and customs charges, and excise taxes. So, the cost of what you're seeing the perfumes selling for in the US probably won't be what it actually costs to get it delivered internationally. Either way, I wish you the best and hope that you can get what you are looking for.

      That’s a great question and I’m honestly unsure. I’d imagine if they’re sent to you via priority from the distributor then there may not be a policy against it. Typically large companies that do high volume like that aren’t going to break postal codes and risk federal penalties with their business. Which makes me think they don’t have to be shipped ground. I tried checking the lost office website, and of course I didn’t see anything. I don’t know if it’s because the e-liquids are newer (and maybe there aren’t written policies yet), or if it’s because the post office is disorganized. You could always ask your local lost office or postmaster. If I were in your shoes, I’d probably just send it priority if it’s a one off and not a frequent order.       Hello! It's risky airmailing perfume internationally because it's technically not legal due to the hazards of flammability on planes. Some people will just be deceptive and do it anyway, but in my opinion it's never worth the chance of getting caught. Most people that ship perfumes internationally use forwarding services to legally mail bottles internationally. I would search for forwarding/ redirection services near you and ask them. Most of the larger companies have contracts with carriers that allow them to ship hazardous liquids, and will gladly handle the shipping for you. I hope this helps! ~ Justin

      Hi Kendall. I'd just put bubble wrap around the box, and then pad the perfume with packing packing material (such a peanuts or packing paper). The perfume should be pretty secure inside the manufacturer box, but you don't want it rattling around inside whatever box you're shipping it in. I hope this helps!

      It probably will be. I’ve done it many times on accident and haven’t had issues. With the volume of deliveries they handle they more than likely won’t catch it. The way they catch people most of the time is by asking by at the counter. As long as you packed it securely it will probably be fine.

    My postoffice told me that it has to be less than 3oz? Are they wrong? Actually, one guy said 4oz, one said 1oz, and another said 3oz. They all argued and the supervisor came and settled at 3oz.

      Good question. I have a feeling your postmaster was referring to sending perfumes air mail. Technically, alcohol based perfumes that are under 3oz fall under the TSA's rules for allowance on air mail. This would include First Class and Priority mail. However, any liquid (perfume included) that is over 3 oz should be sent ground mail. Perfumes fall under the flammable & combustible liquids category. Therefore, you can ship up to a gallon via ground (if packaged properly). It's kind of funny, but a lot of regional and local postal employees aren't even fully versed on the rules. When it doubt, consult with the USPS national guidelines on their website. I've even had to show them to my local postmaster at times as well. When 3 people in USPS are literally laughing in your face when you tell them their website says up to 1 gallon, it can really convince you that you're wrong!! Phew, i feel better at least. Now to convince them that they are all wrong... or maybe just print my own label and ship it ground 😅

      @@Charcharazard Haha. I know exactly what you mean. It is really somewhat ridiculous that there's so much misinformation within the post office. I understand that their a huge national organization, but you'd think that there would be better conveyance of information from the top down. Even the USPS website is somewhat clunky and scattered in some places. Oh well, what can you do right? I'd do the same thing if I were in your shoes. Whenever I ship liquids, I do my best to follow protocols and policies. But, I've never had any issues whenever I've kept my mouth shut and just given it to them. I think that they process so much postage that they never inspect what's inside. Unless you're shipping drugs that dogs could sniff out, I doubt you'd have any issues unless the bottle broke. Pack it well and I bet you'll be just fine. Best of luck!

      Hey Ali! Honestly, with samples you're probably fine shipping them via first class mail. Anything under 4 oz the post office isn't overly concerned with going via ground. You shouldn't have any issues as long as you pack it well so that it doesn't break. I hope this helps!

    Dude they will not take perfume because I ask someone to mail it back to Russia they refuse so I waited for a week accepting that however I couldn’t accept because I ordered some at eBay then I canceled the order right away however the lady declined my order cansolation and send me the perfume it cost me 127.82 I feel like I was robbed so I packed it well and send it to fast class econome they took it

      You'll want to choose a ground option. On ebay the only current ways to ship ground are UPS and Fedex. Ebay used to offer ground with the USPS, but they took the option away for some reason recently. USPS ground is cheaper than UPS and Fedex, so if you want to go that route you'd want to purchase the postage off of ebay and upload the tracking number. With all that being said, the post office would never know if you used air mail if you pack it well and made sure it doesn't break or leak during transit (wink wink).

      I'm sorry, but i'm not familiar with international shipments in Europe & Africa. I know here in the US, the post office doesn't allow you to ship perfumes internationally since they travel via air. You'd have to check with your local postal carrier to find out the processes & rules.

      The cost varies with the post office depending on what you are sending. The post office charges by dimensional weight so the price would increase as you package gets heavier or larger in size. If you're looking for a cost quote on a specific item, you can always use a free online shipping service such as Pirateship or Shippo to get an idea of what your cost would be.       Great question. When shipping liquids overseas, shipping regulations are subject to those foreign countries’ prohibitions and restrictions. Different countries can vary greatly, so I’d just check with the customs protocols for the countries you plan on shipping to.

      Ups just told me they can ship it. The auto recorded message on their hazmat line, said that as of January 2021they stopped sending any package with the orm-d will not be used
