MAECI is better from the perspective of almost guaranteed visa, and second thing, is that you don't have the ambiguity of the status of your scholarship, whether you will get it or not, after you reach in mainland italy.

Thank you for the explanation, it is highly useful. However, could you please specify, where do I submit my letter of admission and pre-enrolment document from Universitaly? Do I have to include them into my application for the scholarship?
No you dont have to submit it now. It is needed as you can write any one university name for scholarship. So incase you received multiple offer letters, you can mention name of university where you pre enrol.
Regional scholarship is much better if the person is planning for Erasmus especially

will it be possible to apply for the scholarship if I'm in the last semester of my bachelor's (PS.: I have already got my pre-enrolment summary from the University of Bologna for a master's in automation engineering.)
If you are in last semester then you cannot apply for this. This is applicable for students who haven’t started the course or have only completed 1st year.

I cannot register for the study in Italy portal. Whenever I apply the file is not accepted error pops up. Kindly guide me. I have tried changing the passport pdf size and name. My age is 28 years 2 months is that the issue?
