This is a step in process of weed removal. Prior steps were
1) loosening soil next to the hill with cultivator machine, then
2) removing weeds from "the hill" and 1 to 1-1/2 feet on both sides by manual hoeing/weeding (roots up, please!). So much fun. Not.
The next step will be to use a blade to build up "the hill" with the loose dirt.
After that comes mulch.
