What do you mean? That the texture of the piece is like plastic foil (which one you was thinking of? a lot of plastics these days) or actually a plastic foil drawn around the piece?

Nice Doke i think it came up pretty nice.. some nice details and shadow/light works in the back ground and with reflection on the ground,foliage,clouds. also on the rocks on the left..The detail with the guy on his knees n elbows holding his head to the ground is a nice touch bro.Your style in the sign off is Dope!🔥
You did a great job. I have seen a building fire in real life and can say that took me back to that moment of aw and shock of how the flames looked like a living creature in fast forward.
I have an idea. Why not paint with a Ripped Paper design, as in the graffiti looks like it's ripped out of the wall. Pretty unique idea if you ask me.

The balloons effect looked super real and the pixel effect messed with my eyes like it should have and the neon effect was glowing like crazy each effect . he hit the nail on the head they were dope great job DOKE
Try to make a 3d piece where it’s blue and red and you can change the piece by wearing different color glasses (typical red and blue 3d glasses)
now that you've started the fire can you try to make the reflection in the water as realistic as possible
