Its normal to give something made from metal to cement, it will help it to stay in shape. Its used even when building roads.
It's for structural support, if the cement cracks the coins prevent it making the crack large. In short it makes it stronger.
This is why in paving you often see smaller stones in the cement

He probably used 3 dollars in rebar and 10 dollars in concrete. Rebar is much cheaper if u buy 8 foot sections and cut them yourself
