I don't think Joseph ever truly surpasses his grandfather's sheer strength with Hamon, and certainly not physically, but he's an absurdly quick thinker with luck and trickery on his side. Joseph is weaker, but if Jonathan fought Wham he'd most likely go toe to toe and ultimately lose. I can already tell he's going to love Jotaro for combining traits of both under the act he puts up (just like his grandpa).
