Some fan works show Zalgo to be a higher being akin to a hellish overlord, but originally he's mostly just shown through corrupted texts
plus it also depends on what basis it's actually established that zalgo would even exist in the same reality as slenderman
The entity however, is said to be evil incarnate, and influences others in different realms to commit horrors in their respective worlds, can transport whole beings from completely different locations and timelines to fabricated planes of reality that it created, so powerful that it can prevent death from letting survivors escape,
escape likely only being possible out of the entity allowing them for amusement
Though admittedly, it can vary greatly depending on the interpretation of its actions and information from the game
