The first time I watched this series I only saw Regina as Emma's mother/grandmother and friend. what she should have been to Snow all along, she was to Emma. And when Regina is in the serious position of boss I think it's cute when Emma behaves like a "child" and Regina scolds her. I see a maternal relationship and not a carnal one.

The guys didn’t have the guts to give us a female romance story between Emma and Regina they just had to force them into relationships with men. A love story between these two would have been cute and would have made the show more interesting IMHO
