I have a 2017 Cruze Premier, and I am able to pull up the same developer menu when I use the code 20130822 , then hit enter. I have gone through it a lot trying to see if I could do something like change the firmware, but have not had any luck on that. One thing I did find useful in that menu was the GMLAN TEST. I was able to get the GMLAN TEST to log any GMLAN data to a USB stick. And I found that useful because I was wanting to make the backup camera work any time I wanted it do, buy sending messages over the CAN BUS Then I intend to splice a video output from a Raspberry PI in to the mix. But this is a real thing except for the background change.
You can't change the background with Intellink 4.0..

I'd second that. My corsa 2016 all of a sudden stopped playing radio sound but all the noises from selecting categories etc still plays sound

Yes. Don’t need developer mode for this at all.
Just go to settings and turn off touchscreen screen sound to off,by accesing vehicle settings
