The flags represents each suburb of Siena since Middle age and each has a real tough rivalry between them. It’s a matter of proud of each suburb to show mostly during the yearly horse race.

I can't say for sure just by watching them on video, but the yellow rectangles in the bread look like pieces of fried polenta ,perhaps with melted cheese added

they charge you for the bread in Italy. I would avoid eating and paying for that bread!!
The "coperto" in italy is obligatory ( if required by the restaurant ) and includes service ( tablecloth , cutlery , condiments ) and bread. It is not that if you don't eat bread you can avoid it. However we usually talk about 1-2 euro , just pay it or go to another restaurant
