Вечный карандаш торговое название.
Конкретно как его китайцы на заводе называют не знаю).
Какого-то точного правильного названия в русском языке, я думаю, он тоже не имеет.
Если попытаться его как-то классифицировать, то это письменная принадлежность, разновидность карандаша.
Если вы про название пишущего элемента, то его, наверное, так и стоит называть - пишущий элемент).
Но на Али они обычно продаются с названием Сменный наконечник.
