1. Salat is best form of worship. Worship is set and Salat (Namaz is subset). Reference: Quran Chapter 21 verse 73 which says And We made them leaders guiding by Our command. And We inspired to them the doing of good deeds, establishment of prayer, and giving of zakah; and they were worshippers of Us.
2. In Salat (Namaz), Muslims recite Chapter 1 Fatiha. Verse 4 says Iyyaaka na’budu wa lyyaaka nasta’een. The word ibadat is included in ‘Na’budu ‘ means ‘we worship Allah’. So here in Salat (namaz) we are saying that “we worship Allah”.
3. Allah says in Quran Chapter 51 verse 56 “And I did not create the jinn and mankind except to worship Me.” All good acts for sake of Allah is worship. Namaz is best act of worship
4. Allah says in Quran Chapter 2 verse 114: “And who are more unjust than those who prevent the name of Allah from being mentioned in His Masjids (places of worship ) and strive toward their destruction. It is not for them to enter them except in fear. For them in this world is disgrace, and they will have in the Hereafter a great punishment.”

Yes technically 1991 act is worship act , not prayer act. It ensures the protection of places where the worship is observed. Secondly the nature and character of the premises is Hindhu temple on or before or after the cut off date 1947.

6. (b) Abu Al-Mawahib Abdul Wahhab Bin Ahmad Al-Sya’rani, 973H. Al-Minah As-Saniah Ala Al-Wasiyyati Al-Mabtuliyyah. Beirut; Dar Al-Kotob Al-Ilmiyah.]
So 5 times prayers are to be done in Masjid unless the condition or situation does not permit to do so such as pandemic situations, heavy rain and when it is too dangerous or too inconvenient for everyone to pray in the masjid

KEY SC ORDER NULLIFIES 1991 ACT "In what could be a crucial observation with regard to cases on the nature and character of religious structures in the country, the Supreme Court on Friday orally remarked that the Places of Worship Act, 1991 does not bar the ascertainment of the religious character of a place of worship." Bar and Bench. The remark was made by Justice DY Chandrachud during the hearing of the Gyanvapi-Kashi Vishwanath case.
"Ascertainment of religious character is not barred under Section 3 of the 1991 Act. Suppose there is a Parsi temple and there is a cross in the corner of the area. Does the presence of Agyari make the cross Agyari or Agyari Christian? This hybrid character is not unknown," he remarked.
However, Senior Counsel Huzefa Ahmadi, who was appearing for the Muslim party, contested the same.
"The religious character of the (Gyanvapi) Mosque as on August 15, 1947 is not in dispute," he said.
"It is strongly in dispute," the lawyer for Hindu parties retorted.
"You may think so. If this is entertained, then the 1991 Act may be only a dead letter. This is the controversy the Act wanted to avoid," Ahmadi countered.
Ascertainment of religious character is not barred under Section 3 of the 1991 Act.
Justice DY Chandrachud
The Places of Worship Act of 1991, which was introduced at the height of the Ram Janmabhoomi movement, seeks to protect the status of all religious structures as they stood on August 15, 1947.
Section 4 of the Act states that the religious character of a place of worship existing on August 15, 1947 shall continue to be the same as it existed on that day.
It bars courts from entertaining cases filed over the character of such places of worship. The provision further states that such cases already pending in courts would stand abated.
However, if any suit or proceeding is instituted on the ground that conversion of religious character of a place of worship has taken place after August 15, 1947, then such case has to be disposed of in a manner that the character existing on August 15, 1947 is restored.
The suit relating to the Gyanvapi Mosque has been opposed by the Muslim party on the ground that the civil court which is hearing the case is barred from doing so in view of the 1991 Act.
The Supreme Court has now asked the District Judge, Varanasi to decide the suit including its maintainability.
The SC also remarked that it is not a "title suit" but onlt a suit for right to worship. So how can it be barred?

So 5 times prayers are to be done in Masjid unless the condition or situation does not permit to do so such as pandemic situations, heavy rain and when it is too dangerous or too inconvenient for everyone to pray in the masjid
Literally there is no worship in ibadath.Ibadath and Namaz both are not worship forms or devotional services, rather a reading or recitation of Quranic verses. Worship or pooja is a devotional service to the deity preferably either swayambu or pratistith vigrah via Vedic rituals called prana pratista . Serving the deity is Pooja or worship . In either ibadath or namaz there is no devotional service , because there is no deity in the Maszid . Maszid just an assembly point of direction ( ofcourse direction does not make sense, since the earth is bhugol , a different subject).However the subject in discussion just a technical .

The word for worship in Arabic is Ibadat and for prayer is Salat (namaz).
There is confusion created by Ashwini Upadhyay and Sudhanshu ji : "in Masjid, prayer is offered and not worship", so “The Places of Worship Act, 1991” is not applicable on Gyanvapi Masjid. Lets see what Quran says about Ibadat (worship) and Salat or Namaz (prayer)
1. Salat is best form of worship. Worship is set and Salat (Namaz is subset). Reference: Quran Chapter 21 verse 73 which says And We made them leaders guiding by Our command. And We inspired to them the doing of good deeds, establishment of prayer, and giving of zakah; and they were worshippers of Us.
2. In Salat (Namaz), Muslims recite Chapter 1 Fatiha. Verse 4 says Iyyaaka na’budu wa lyyaaka nasta’een. The word ibadat is included in ‘Na’budu ‘ means ‘we worship Allah’. So here in Salat (namaz) we are saying that “we worship Allah”.
3. Allah says in Quran Chapter 51 verse 56 “And I did not create the jinn and mankind except to worship Me.” All good acts for sake of Allah is worship. Namaz is best act of worship
4. Allah says in Quran Chapter 2 verse 114: “And who are more unjust than those who prevent the name of Allah from being mentioned in His Masjids (places of worship ) and strive toward their destruction. It is not for them to enter them except in fear. For them in this world is disgrace, and they will have in the Hereafter a great punishment.”
5. Prophet Muhammed S.A.W says that the reward for prayer in jamat is 27 times more than prayer done alone. [Reference: (a) Abu Zakariya Yahya bin Syaraf An-Nawawy, 676H. Riyadh As-Solihin, Book 9, The Book of Virtues, Hadith 1064
6. (b) Abu Al-Mawahib Abdul Wahhab Bin Ahmad Al-Sya’rani, 973H. Al-Minah As-Saniah Ala Al-Wasiyyati Al-Mabtuliyyah. Beirut; Dar Al-Kotob Al-Ilmiyah.]
