This is not a contradiction The first ayah is concerning not forcing non Muslims to enter into Islam The second ayah is concerning hypocrites who claim to be Muslims but are fighting against and opposing the believers. If you read the same ayaah and the ayah after it explains clearly how they can avoid being fought against.
