Yeah I've seen it on even little asian girls, somehow the front just doesn't grow as long and thick. Genetics. I don't have babyhairs in front myself just some new growth that likes to pop up fuzzy among the long hairs, I'm sure those are all over the head though. I have to use some creams to smooth them in.
