It's not a glitch or any technical fault in the chunk loader. This is a intended Minecraft mechanism where if a single player world is reloaded (save then again join) then any pending enderpearl will now work and any chunk loader will also stop as they too get unloaded

For all of people who thinks he got elytra from creative thats not true. You cant use any type of commands like /locate, /gamemode etc on hardcore. He got elytra from legit way. Respect
In my survival world i have 6 elytras
I raid almost 10 end cities only 6 of them has elytra room

You can easily do that just turn on LAN world in singleplayer world and turn on cheats but ik he didnt cheated but u can do that

There is an easy way to get to border with ine elytra. However machine is difficult. Its called Lag Machine. It slows down the tick rate which creates lag while breaking block(when you break block when lag machine is activated it will drop after minutes/secs. So as it creates lag you can get to border using one elytra.
For the enderpearl not working u could make spawn chunk as it reloads world frequently. Or leave and rejoin it will reload the world

there is a way to reach to your base but you have to grind some things for like 4-8 hours just make tnt pearl launching machine.
there is a cheap way to launch an ender pearl very fast and very far use a water source get a riptide 3 trident and then throw the ender pearl. after reaching 15 million blocks try to sleep maybe the the pearl at spawn be triggered and then you'll be teleported at your base.
He can find the nearest stronghold and get to the spawn from end bruh
