Why would you not want there to be an incentive for people to be civilians? The entire server shouldn't be catered to criminals, its an rp server not a GTA online server

Vivian and chief will be very interesting honestly. Im on the fence. I think she will need a assistant chief that has a fun side to them to balance her out.
she's probably going to promote a yes man as her assistant chief, so it's not going to be balanced and will be bad for the PD. Vivian is a bad choice to lead the entire PD, especially when she gets full control and will 100% go crazy there... her actions do not back up all her PR and talk in the interview with Nino. She would be better at most as just a staff sgt. type rank to deal with handling of SoPs, training and such.
That's Nino's plan. Assistant Chief will more than likely be Jimbo or McNulty unless a better candidate arrives that can be the foil to Viv/their Yin to her Yang.

First Ruth was gonna be the downfall, then Slacks was gonna be the downfall, then Cornwood was gonna be the downfall, then Maev and Reiker for the shit they were doing to speedrun arrests, then Beric was going to be the downfall for not being around while doing RP outside the PD, then Ruby was gonna be the downfall of the PD.
Honestly? I think if anyone's a threat to ruining the PD, it's Angel with her Marshal forces. And not because they 'can investigate PD', but because she's focusing it on basically being the SWAT team with tanks and class 2 firearms. She's literally speedrunning bringing the PD back to 3.0 standards, because the more the Marshals get, the more the PD's going to bitch until they get the same toys.
Think it's fallen pretty low. Why not try something new. I'll back nino. At least it'll bring some rp
Viv is the only one that actually has a vision and has a plan to get to it. Nino helping her as the mayor could be good.
Reality is PD will always have problems, no CoP will ever succeed. Pits at high speed will happen, cops doing dumb shit will happen.
Just a matter of quick accountability needs to happen as well.
