Aw, come on! Why would there be a generic up next bumper before the Disney Channel movie starts?

Because sometimes they're too lazy to make bumpers for every single movie. The generic bumpers were mainly used for some older Disney Channel Original Movies (like Brink, Jumping Ship or Now You See It...), although it was also used on a 2009 airing of The Fox & The Hound 2 for some reasons (again they were most likely lazy to do custom bumpers).
