What's interesting about this ghost npc you find in game is that her theme plays the "Burned Tower Theme" which also ties to unused text in the game that would've been involved in finding someones daughter in the burnt tower.

whether or not the NPC seen Glitch City is the cut NPC for that area or a coincidence is unknown but it's eerie how much it matches up with the unused dialouge.
I'm surprised that I didn't mention this in the video, but I first heard about this ghost from the talk page of Pokémon G/S's TCRF article, where someone mentioned that text.

I promise that I didn't edit the game to make this video. The ghost wasn't there in BGB and probably wouldn't be on cart. I had to depend of VBA's 'questionable' emulation and some GS codes to actually see this, so I wouldn't call it legit by any means, but I assure you that the game was not modded.

everytime you go back and talk to her she seems to get ever so slightly more coherent, like it was gibberish to begin with but then i noticed words forming inside the random characters. like an AI blindly learning the mechanics of the world it's stuck in and how the text display functions work. it's like the start of a creepypasta or something.

Now that you've collected one, though it's difficult for her to communicate with you without resetting everything, she recognizes the object you have and thinks you're the killer.

I saw it with a rebattle trainers code. I met "EXECUTIVE" who had a level 33 Houndour, and when I defeated him, he turned into said Houndour and the game crashed.
Maybe she was freed of whatever was tormenting her and the red Seadra is like... her future reencarnation? Rebirth after karma? Since Seadras are quite ferocious perhaps it means she let go of that fury and was able to move on... Kinda like Shedinja's carcasse, I mean.
Glitches are so interesting is a computer trying to analyze a nonsensical code on it's on without the help of anything, the fact that this npc was able to form is just amazing by itself
And - the best thing about this - the Ghost of Glitch City can only manifest through cracks in the code of VisualBoyAdvance (and there are many)

She's lonely, after all. Being trapped alone in a place that no longer exists, unable to coherently voice her thoughts, trapped in sheer agony.
Her only solace is that her three beloved Pokemon chose to spend an eternity's worth of hell with her, but what remains of her human mind feels nothing but remorse for dooming her companions to such an agonizing fate. Did they even consent to this? At the very least, they're handling this world far better than she is, as they remain mostly-sane. Perhaps it's because they rarely see the world outside of their Pokeballs, so they have no knowledge that anything is wrong.
However, something changes. The endlessly warping city has changed, today. Out of the corner of her eye, in her kaleidoscope view, she sees something she almost didn't recognize. The face of a human. She could surely no longer call herself one, but there is a human here. That human walks near her. She doesn't recognize the feeling of her gripping her own Pokeball, but the instinctive need to battle this trainer, to seek out a human, overrides much else.
The trainer stops moving, and she approaches. She is walking away in one eye, and walking closer in the other. The trainer says nothing.

It seems like Cara is trying to tell us something, but struggles to due to being corrupted. The theories in the comments make surprisingly so much sense too.
Here's my version - Cara died in the burned tower. When the player cheated, her ghost got revived, but instead of being revived in the peacefull afterlife, she saw glitch city. She was very confused by this circumstance, thus the amount of question marks in her dialogue. When she saw the player character (theo) she believed that he is the cause of her getting sent here (TheoEnemy). When calling for her mother (mommommom...) is unsuccessful, she tries to fight the player.
Yeah and she's probably in pain because of all of the glitching and even her sprite itself being glitchy when you try to battle her with no Pokémons

It happens because the unstable state of the game, caused by talking to the young grl formed through arbituary game data, caused the game's software to restart.
It shows this screen for the exact same reason that the Coin Case glitch tends to result in the "glitch dimensuon". The game's sofrwarw went entirely back to the beginning, right back to the start of the game's code, where it checks to see what system the game's running on. Since the relevent information the game relies on to determine the system no longer exists, the game defaults into thinking that the game's running on the original Gameboy. The thing is, Pokémon Crystal only supports the Gameboy Color...
Tying it in with Classy Marowak’s comment about the ghost being from Burned Tower due to the track her encounter code pulls up, and that her neutral position is spinning...I think the idea of her being a ghost tied to the unused text isn’t farfetched at all. And even if all the text she spits out is garbage data, there’s still a whole new level of unsettling tied to her.

Ghost-leader Cara was Ethan's sister, and was the original gym leader of New Bark City.
Unfortunately, she was murdered in what was formerly her room, she was trying to protect Ethan. (Ethan was just 2 years old at this point, Ethan claimed her room after he was old enough)
This is why she knows Ethan's name, and thinks of him as an enemy. The glitchy screen (the one while trying to search for the poison barb) is what she wrote down in her journal before her demise, because she was panicked. Horsea and Seadra were her pokemon before the murderer stole them after he killed Cara.
Glitch City in Pokemon Crystal is what would be the afterlife. The green guy's name is actually Kheb, and was the one who killed Cara with a poison barb, and was executed at prison. The reason why he's on a bike in Glitch City is because he tried to get away from the police on a bike before being promptly arrested.
Also the reason why she keeps saying "MOM" is because that was the last thing she was saying, and the phone ringing was the last thing she heard.
Cara and Ethan's mom later gave away Cara's journal to Johanna, the mom of Dawn, who kept it until Dawn was old enough to go on her Pokemon journey. Fast forward to Platinum, Dawn had been given Cara's old journal from her mom, since she was old enough to go on a journey. Since the journal now belongs to Dawn, what happened to Cara's pages? Well, Ethan had held onto them as a memory of Cara, so the journal was blank.
And maybe... Much like how Buried Alive in the creepypasta dragged you into his grave to make Red his lunch if Red lost the battle... If Ethan loses to Cara, she claims his soul, somehow killing him over the phone, possibly her number being one of the "red numbers". If Ethan wins, she can't accept that her brother, who she's come to hate so much beat her in a battle and she essentially destroys the world.

In the second it did so, you felt the coldest rain and hottest summer.
It practically sucked you in, as your surroundings went dark, water in random places, seemingly numbers of tiles and god-forsaken floors that looked like a delirium mix.
Your vision immediately was a blur, and you felt the same nervousness as when you had faced RED.
It was clear that your MOM had heard the ruckus upstairs, and rushed in your room.
You could hear her calling out your name.
You could see her almost crying.
You tried to speak- nothing came out.
You had traveled for 5 hours at that point.
There had to be an exit.
It seemed like time sped up here, as it had circled day and night lasted for 30 minutes.
After random patches of water, grass, and white and random pieces of buildings, you see a figure in the distance.
Even though you hadn't seen her face in years, you instantly recognized her.
You fell to your knees.
You hold your head up.

It seemed like she had known your presence.
The atmosphere changed.
You felt uneasy, which was met with fear as lines of question marks circle around the landscape.
The place you were in had changed, it felt like-no, looked like it was the evening.
Although you knew you couldn't see the Sun, it felt like evenings lasted longer than midday or night.
You had gone some other directions, not remembering the ones you took last time.
How could you? It was like the new land you were placed in was a whole new labyrinth.
After even more hours- you could hear police sirens- had time slowed down in here, and were you hearing the outside world? you thought.
Eventually, you found her again.
This time, you saw her clearly, and with how tired you were of walking for seemingly eternity, you took your final steps.
You could make out what she was saying-albeit unclear.
She was screaming for MOM, and THEO, your name.
You held out your hand- you're almost falling off balance- and then you hugged your sister, who had been missing for years.
It seemed like your tiredness was lifted, and all those random patches of water and floor had gone.
You calmly took CARA's hand, All though you had no problem running there while crying, It seemed like you were still in a dream, All those dreams you had which you woke up from.
The corridor ended at a portal looking door, which when you opened, lead you to your room.
You fell to the floor, and the next thing you know, you're in the hospital.
When the doctors come in, you can barely pick up your groggy voice and say. "Is Cara at home?"
"Ironic you said that."
"Yes."

I haven't encountered that OOB effect since 2007, I had it so the trainers on the map also followed the scrolled movement while walking, for reference it was on route 30, in between the bug catcher kid and the blue haired girl into the left of the map...Good memories.
Oh and I would say the girl is running Eusine's script from burnt tower since it's Crystal, music also starts when encountered which would line up with his script and the colour for her is the same as the legendary beasts, and Dick when defeated in Gold and Silver also gains that palate. Another note is she says your name at one point which would need to be read by a special npc that reads the name variable, only a few characters read that variable and Eusine is one of them.
Cara is a cooltrainer found in Dragon Den, she shares the same pokemon team as leader Cara in the video, and again she is only in Crystal (For gen 2 anyway).

I was messing around and while I tried to battle her by being in the same place as you, The GAME went black, then it replayed the intro with us in it, then "erased" my save data. As I started a new save in hopes of doing it again, I realized that the walk animation AND the name entry screen were both VERY fuc**d up. AND my game crashed. That's some creepypasta level shiz right there.

I found out that if you turn on the cheat codes before starting the game, when Professor Oak does his intro, it shows the girl instead of him.

I like to make fun theories so:
Kheb could be the bicycle guy with the poison barb, since Kara died by a poison barb, (aka kheb killing her) she says his name. but once you grab the barb from Kheb, and he disappears as he finally can move on without the burden of remembering his crime, Cara thinks you did it. I like the think the crashing, and slowly saying Theo over and over, etc after grabbing the barb is her slowly connecting the dots and getting angrier until she finally just battles you.
When you lose and the phone call happens, i think that it's a family or friend trying to get into contact but because you were defeated in the glitch city, you cant contact them back so you dont kmow who was actually calling. Idk what to add for the winning thing since its just nothing with cara sprite looking like seadra

i have seen a video showing another glitch npc in the same map ( czcams.com/video/LLrcZNyeJ4k/video.html ), -though im not sure how or where- EDIT: im pretty sure they were using the german version of the game, which id bet has a completely different set of objects.

The ghost girl feels like a puzzle, an extra bit of game content for after red, think about it! You must navigate glitch city, grab the poison barb, AND some attacks dont work, a formidable challenge to be sure.
Makes me wanna try and sprite a ghost-looking Jasmine saying "GOLD... Enemy?", among other similar lines, with garbage data being used as an aura of some sort.

to be honest, ive recently been feeling that my research efforts in this video were kinda poor..... i was disorganized, and i got hyperfocused on this one character. i never even considered that there might be anything else of interest out here.
to make up for that, ive been working on a follow-up video to this one. five and a half years later, ive learned a lot more about how this game works and how to find the things im looking for.
lets just say....... theres a _lot_ more to find out here. youll find almost none of it just by wandering around.

At 4:28, when the dots kept going, I literally said "Me, when I say something edgy." And then you said EDGY and I lost it XD
The "This Game Pak is designed only for use on the Gameboy Color" screen appears because the game reset in Gameboy mode, which Crystal isn't compatible with. It almost feel like a horror game where you are trying not to be caught. Creepy pasta writers take note.
Glitches are way scarier because A) You can see them yourself and B) they're accidents XD
To make a very scary design, it takes extra work. The White Hand that Buried Alive chooses looks very scary. There's no telling what a glitch might do. What about Buried Alive? I know he was fake, but he only exists in the pirate copy. About overwriting the game boy start screen, I think it's only for that game. I remember one time when I put the Game Shark in, the screen was just white blank with nothing else showing, so I had to clean it to make it work, and then show the game boy start-up screen.
