your supposed to grab the person if they sank with your feet or else it’s dangerous for you and the victim
The victim is submerged, so it's assumed that they're unconscious and non-responsive.

Tubes are not generally used by lifeguards in Canada. I have seen them used at a few pools, but they're not taught in the lifeguard course.
