The lower the video resolution, the lower the bitrate CZcams converted the sound to. You could render a 240p video with 192 kbps audio, but it would only output 64 kbps. As you can hear (assuming the encoding is perfect), this is not a 192 kbps encoding, but rather a 64 kbps one.
