Well, my larger point is that public speakers are not (primarily) actors, and what works for trained and experienced actors is not as likely to work for these speakers.

GOOD actors DO make memorized lines sound natural, conversational, and especially, authentic. It's their job. Perhaps you're watching bad actors.
