Its so important to keep good hygiene but to punish those who dont follow you must understand that some people suffer from mental trauma or mental illness from being afraid from being mistreated by mean people
I am the most intense hygiene practicer of any person ive ever seen, but also the dirtiest i labor intensely and deserve to enjoy the fruits of my labor but......i do not get the same results from my labor
Sunan Abu Dawud 67-I heard that the people asked the Prophet of Allah: Water is brought for you from the well of Buda’ah. It is a well in which dead dogs, menstrual cloths and excrement of people are thrown. The Messenger of Allah replied: Verily water is pure and is not defiled by anything.

Loc'd hair isn't rotting hair. Also water does flow through it, and the scalp. Allahu alim.

Loc’d hair doesn’t rot on the inside . We wash our locs and keep up their maintenance for these things not to happen.
I shower up to 5 times each and every day

It's permitted and encouraged even
It’s sunnah to wax armpits and shave down there
I’m pretty sure it’s actually recommended to wax, or at the very least shave
