yeah it's crazy right? people say "just sidestep to mixup your options" but this is a thousand times more clearer

I didn't think you can block while sidestepping? Is it just a case of the homing move being slow enough that you can sidestep and then block?

You've got a point. You can block and evade it both as df1 comes out faster than homing move.
