Harley never ratted on him. John turned himself in. The NY cops called him, because Parris was being threatened by him and got a restraining order. When the cops called him up, he assumed it was Harley and Parris snitching on him. John said to the police that "I know you guys know I'm AWOL....." John even wrote that in his book. He ratted himself out. The cops didn't know he was AWOL until he told them. The takeaway here is never assume the cops know anything, and keep your mouth shut.
