When the ball hits the rim, the force that was applied to throw ultimately battles with the force that was hit upon the rim, making it bounce. I think the reason it doesn’t happen most of the time is because they are usually bigger balls. Like playground balls, the force applied to make a shot is not as much as the mass on the basketball. The force is way overboard on the small basketball, so either shoot it with less force or make the rim slightly bigger.
