Well I made a custom php software for that where you can add notes with Syntex highlighting and can just paste any screenshot with ctrl+v. can categorised by programming language and search filters.

My suggestion would be to check out freecodecamp foreign based yt coding channels. Those educators teach in English. There is no such barrier at all if you don't know a particular language as long as communication is happening.
Don't listen to others who have replied to you.

DY Patil University.. it's a great college here that's not affiliated to Mumbai University and it has their own one .. everything was pretty good here .. the placements.. faculties.. and they change their syllabus every year unlike MU .. even campus is good ..
