Yes, if your tank is bare bottom it will clear all the durt but if you have any gravels or decoration then you have to do 20-30% water change once in a week.
Tony sir, does internal power filter also suck in the fish poops deposited in the bottom of tank (bare bottom) or they can't.

No bro it will be the last resort you should have use 25watt for your 3ft tank it will filter your tank smoothly and if you have more than 6 fishes then go for 40watt filter just try to keep the flow low cause that 40watt one's flow is quite powerful.
