Designing a Wind Energy Siting Solution Compatible with National Security in Virginia

  • Growing demand for renewable energy prompts the Commonwealth of Virginia to pursue wind energy development both on- and offshore while considering the need to sustain national defense, environmental security and economic vitality. This project assessed the state of decision-support systems for siting wind energy and develops a solution to meet the requirements of wind resource developers, military and other federal stakeholders, and state and local government. Integration of spatial information for both opportunities and constraints is required to inform substantial regulatory and permitting processes. Our solution provides a streamlined and nuanced approach to optimizing resource development with the aim of avoiding or mitigating impacts to military readiness. This talk covers the user-centered design approach and diverse requirements gathered from needs assessment to preliminary design, prototyping and testing. Extensive data comprising wind energy potential, maritime vessel traffic, energy infrastructure, terrestrial and marine airspaces, federal and other protected lands, and administrative processes are integrated in a web-based solution harnessing ArcGIS Hub and geoprocessing technology.
