Anong FINDINGS & RECOMMENDATIONS nyo? Bakit hindi niyo ipakita sa Congress & Senate Committees ang mga INTERNAL & MONTHLY INSPECTION / AUDIT REPORTS.

Ang problema kay BBM palakasan systems puro ( BFF, KABABAYAN , EXCHANGE GIFTS & SIPSIP). Mahaba ang brown-out dahil di pwedeng ibalik on-line agad ang grid hanggat hindi fully inspected ang system kahit alam na ang immediate cause, nangyari ang ganyan sa dati kong trabaho sa middle east though alam namin ang immediate cause need to ensure na yun lang naging problema, pero ang problema wala o manipis power reserve ng panay na dapat nagpatayo cooperative at best government ng power station. Dahil po stable ang frequency at voltahe after the first tripping, dahil may additional importation galing sa submarine cable at probably naibibigay ang requirement ng grid system, walang emergency action from the grid operator dahila sila ay kumbaga sa sakayan ng jeep dispatcher lamang na pwede silang magtawag o magrequest na tumakbo ang ibang planta kung dumadami ang pasahero, kaso nga may major outage na around 150mw that time kaya wala ng mautusan tumakbo.
These irresponsible companies should pay for their inefficiencies. They should pay damages for the lost of electricity, just like most modern countries!!!

Para sa akin ang solution dyan ay palitan na lahat ng facilities, machines, at kung ano man ang gnagamit nila sa power generation at sa system nila ng top of the line, state of the art machineries. Palibhasa kasi sanay tayo sa desponering o gnagamit na lng at nirerepair ang luma. Palibhasa mas maraming napupunta na pondo sa bulsa kay sa facilities. Kaya ang layo natin sa ibang bansa na in fact mas maliit pa kaysa atin.

3:04 Ayon lumabas din ang dahilan. Of course magka domino effect dahil hapit na ang remaining running plants ng magtrip ang una. For me parang may mali sa 2nd trip dahil yong plantang nagtrip ay protection nila ang nagtrigger ng system imbalance dahil either nag undervoltage na sila dahil hinahapit nila ang MVAR na dapat ang operator ng planta ay maingat sa paggalaw ng voltage regulator or tap changer dahil magcacause din ito ng tripping.
When PCDC 135Mw plant trip at 1419h due to over excitation, the system operator (S.O) from the hearing, was aware of the limitation on the generator but could he see it in his SCADA that its breaching the limit of the generators reactive capabilty curve? Meron kayang pre alarm to warn the system operator if not what action did the generator operator do could they have called the S.O of impending trouble? That would have made a lot of difference the S.O could use other means to stabilise the voltage For the first generator that trip at 12 nn, Is there a way to predict or prevent boiler tube leak, we have advance modern technology and the plant was built like 2016. Mr. Clark Agustin is not being forthright in his statement that the situation is normal and that they have merely adopted a standard dispatch process because the system parameters appear normal. They demonstrate a lack of judgment and anticipation, as a problem has already occurred. MLD should have been adopted to prevent further cascading. This represents a clear misjudgment on the part of NGCP.
Sen. Gatchalian is asking the right questions. Chair Dimalanta and Mr. Leynes are doing their job in clarifying the technical maneuvers by NGCP to evade responsibilities.

I beg to disagree... power plants business is to generate power, no power output no money for them. If you are following the hearing properly... NGCP has 60 delayed projects specially islands interconnection to bring the extra capacity from mindanao to visayas vice versa... so this is one big reason for that prolonged power outage. The government DOE shall take the responsibility on this failure. Negros and Sorsogon has a very large untapped geothermal potential. The government is not serious on this. Remember we are considered as expert in geothermal energy, the world knows it. Our geothermal experts are pirated mostly by Japan to develop their part. Sayang mga investors are choosing Vietnam and Malaysia because of the problematic power situation in the Philippines.
This is what happens when lawyers try to solve engineering problem. In the engg world, its just black and white, pure math, no gray areas and factor of ignorance. For lawyers and politicians, they need black and white (paper) before they enact law or worse bend the law to suit their agenda. To solve the power outages like this, we elect tech based government officials.

One hopes that all these Senate or Congressional inquiries happening isn’t just window dressing. Whoever has oversight of NGCP, Power Plants , etc must be very thorough and proactive in their functions and not wait for a blackout to happen which has far reaching consequences. When the blackout happened back in April of 2023 that was really bad yet there wasn’t that much outcry as now and whatever fines were imposed then if any wasn’t stiff enough for NGCP to take heed. It was but a pittance compared to the profits they rake in on the backs of consumers. This time around those that were involved, those that were remiss in doing their jobs must be taught a painful lesson and one that hurts their pockets. As well, don’t let these huge fines just go to the coffers of the local government. Give a mechanism for those that suffered loss a chance to claim for those losses. There are many brilliant heads around, start thinking of strategies now.

simple lang ang minimum reserve power, equivant to the biggest generator capacity in case it trips plus 20-30% for stability. Nang nagout na ang PEDC, on normal conditioni pa rin without the above reserve. Sana nag manual load drop dahil tagabundok tayo, wala daw sila automatic load drop mechanism. There should be an inline tap monitor on the grid and plants by ERC and Transco ... to ensure they comply in real time .. other wise you cannot rely on their manual compliance reports????

Hindi conclusive na si NGCP ang reason ng main failure. Pero malinaw na lahat may pagkukulang from Government to Power Generator at Grid.
Its clear that NGCP is not complying to their mandate. 1st issue is continues Capacity monitoring, planning and expansion ... if the local supply is only 300Mw and the actual demand is 400Mw ... there should be a proactive action to cater and support the increase in demand ... 2nd. High Availability Design - if you look on their design, it is destined to fail in this scenario 3rd. Proper and swift action during the incident. 4th . Lack of backup contingency for such scenario. 5th. DR Testing and Exercise - was it being tested end-to-end? - check the logs of NGCP and Generators / suppliers.
