I've never had a dog who could get anything out of a Kong other than what is close to the surface of the hole.

Nice suggestion. But one question: Is it good to serve dogs frozen food?
It's better if you put the food in first. Plug the hole of the Kong and let it sit for a while. That way the food expands inside rather than trying to stuff it in after it's already expanded.
why freeze it?
Probably so it doesn’t fall out all at once. This help so it makes the dog work for their food and burn off some energy
