For those who don't understand Chinese, here's a summary+full translation of the lyrics:
First of all the setting as described is a woman wearing this traditional Chinese clothing called qipao/cheongsam and holding this handheld fan, and she's walking down these old streets when there's like this fuzzy rain. Metaphorically she’s like a pretty flower moving with the wind and rain which captures others’ attention. So the general gist is this unique Eastern beauty which exists with this combination of the images and the sounds. It’s about this sort of Moment, hence the name of the song. Then as the lyrics of the chorus sing: 畫花傘paint a flower umbrella, 爭臉譜compete for masks, 變一副表情change the face you put on, 磕叩求打賞kowtow for rewards, so supposedly the profession of “the main character” in this song might be somewhere along the lines of some sort of traditional art form performer such as a Chinese opera singer, but then again this seems like it could be more of a metaphorical expression extending beyond the scenario.
There's this surreal sense to it that honestly can't be interpreted so easily from the lyrics though if you look at the full lyrics:

Found this via Tumblr post about a dancing competition where the competitors danced to this song and was utterly blown away by it. The singer's range is incredible, the drums add even more intensity to all of it. All in all I absolutely love this song, fantastic work!

我也觉得，这张专辑明显比上一张优秀，上一次都入围女歌手了这次怎么没有。不过从专辑整体看，概念不够强，有些歌感觉是凑数的，风格不统一，专辑想表达的东西不够明确。如果专辑能从这首《时候》开始，将这种讨论幻与真的概念延续下去，真的会是惊艳之作。苏苏还是需要积淀。感觉专辑的制作人也不够强。苏苏的才华很突出，但是还是没找到很好的表达和组织的方式。
这首词很棒，跳脱了字眼的框架，把字和音提炼成分意识流的东西去表达，初看不知所云但是一听歌就会明白她想表达的，和歌曲结合的非常好

More and more, I really appreciate the Chinese language. Even though I started studying Hsk standard language in December of 2019, I was not very consistent and it shows. However, I still study from time to time, and I still watch Chinese dramas, and I still listen to Chinese music, and then sometime last month- it clicked.
Something clicked.
I can hear everything like a baby now 😂
And I can probably imitate it like a 1 year old.
I may not understand it, but I can hear it.
Not every dialect though😂😂
