Throne conveys the idea of his kingdom; his office. He obviously created heaven so He must have been somewhere beyond before creating there. Solomon stated that the heavens of heavens cannot contain Him (1 Kings 8:27).
The man of God is right. After all, haven't you read that heaven and earth shall pass but the word of God (which is God Himself) shall never pass.
So to sum it up, God doesn't really reside in heaven because He is beyond but since it is His throne or rulership, His presence is there just like in every believer's heart. It means when you believe in Christ, you already have heaven in you so God's presence is in you but that is not where He can only be located.
