Mytchett Road Bollards

This is a local issue, the solution of which has eluded me, but I am revisiting it in the hope I can try and fix it.

How can a landowner install bollards in the pavement area?
Shouldn’t they be on the landowner’s land, or is the pavement part of the owner’s property?
