The water is not receding due to the high water table level. You have to pump the water into the ocean. If you pump it back into the ground nothing changes, you just wasting time and money.

There is no drainage in this city that’s built on sand , the buildings won’t last as the rains become more frequent , they had the same last November, so flooding is regular here , this was not the one off event they would have you believe .
