This is not crazy, you have your mindset I think around how America operates, as there in most states a yearly vehicle safety inspection is not mandatory. Here is Europe all vehicles have to be road worthy includes light anf brakes testing, also cargo on trucks have to be balanced and properly secured to the rules of the country that truck passes through not on the country it belongs to. Western Europe has total open borders since the EU came into introduction and therefore more than 27 countries including none EU countries drive on these autobahns
