Absolutely yes, in DC power transmission we use the monopolar scheme with the earth and Bipolar scheme with the earth.
In many electronic circuits metal body used as ground.

There is a question in my mind Sir. You said we need to Earth the Neutral wire because there is no balanced load in each phase and there is a voltage in Neutral wire. So that Someone don't get shock. Why would someone touch the neutral wire. What is the need of touching neutral wire.

If we allow neutral wire to carry some voltage then there would be no guarantee that we get exactly 230 voltage difference between phase and neutral wire. some time it may be 150 volt or it may be 300 volt, which could be not safe for our equipment like TV, refrigerators ceiling fan or mobile phone chargers because they are designed for 230 volt
