I have all that set up. Picture-in-picture works, for me, on videos uploaded by all kinds & different types of users, including media networks, studios, production companies; as well as on regular users who have monetized their videos & live relatively comfortably and even for users who have no monetization. At all. This includes videos that are mostly music & not much video. I have heard that there are restrictions for videos that are mostly music & not much video; but, that's not true for all such videos. Only some of them. The only reasonable explanation for that is that there is something that certain users who upload are doing/not doing to be able to properly attain the picture-in-picture capability for their videos.
Blaming the user for something that you are doing, or not doing, is lame; by the way!
