One thing that was a constant, when I would arrive at excavation sites. I'd look at/photograph the excavation, spoils, trench protection (if any), then ask the competent person, "What kind of soil are you digging in?" Many times the response was, "What kind do you think I'm digging in?"
To me that's always a wrong answer.

They are designated by the employer.

A Competent person is trained in soil classification in ways to perform plasticity testing, thumb penetration testing or use of soil testing equipment. They are also trained in recognition of soil types and have the ability to stop excavation if the see unsafe conditions.
