It's because the other is part of a theme of the groove radar chart thing and this song was chosen as the final boss of it, combining the five with a not so nice result. The others are Am-3p (Chaos), Brilliant 2U (Stream), D2R (Freeze), Dynamite Rave (Air), B4U (Voltage).
If this had a fully charted but not 100% BS Challenge chart, it would still be a high-14 to low-15 once you realize that you'd have to deal with 16th bursts in a 190 BPM song. It's almost like SN & X-era of charting relied on speed gimmicks, obnoxious patterns & shock arrow BS for its 18-footers. Konami sued their opposition to the ground to hastily regain the leading status for its franchise, and then proceeded to stumble around for the next decade.

I'm a UK/Europe player, one of the only boss songs on the euro-mix 1 machines (basically only machines we have down here) I say euro-mix 1, they are actually bootlegged most of the time and have a euro-mix 2 design put over the top of the cabinet.
When i was a teen i was happy to PASS this song on expert Now i just see the one window in the starting room of the Call of Duty zombies map Der Riese..
this feels wrong, like several notes are missing. and no I'm not referring to that abomination special, I mean like how it feels like they skipped several notes

Passing this song was like a right of passage. This WAS the boss song on ol' DDR USA mix. Dynamite rave, EOTC all lead of to this monster. Love it!!!

Yes, the ending steps are indeed those. There's one more quarter note in the music but there isn't a step there on this chart.
