The only reason, why cossacks abandoned the idea of kingdom was, self-eficiency of host. Who needs a king, when no king feels same? But in old rus tradition, there was a kniaz and veche(counsil). Limitation of power was crusial anyway and Hetman during war was literaly turning parliament system into super-presidential, because cossacks understand the importans of consolidation during war time. In Ukrainian state of Skoropatski, his Hetmanate supposed to be constitutional monarchy.
There is an upcoming Eastern European rework, as part of this rework, Ukraine will become a Hetmanate rule by Pavlo Skoropadskyi, so he is right, it just not yet implement.

The funniest thing about this period is that Donetsk region(Donetsk Soviet Republic) rebelled against nationalist ua goverment that wanted independence and to go to kaiserreich and after 100 years history repeats itself with stunning precision.
