The parents failed him
at least they are charging him as an adult and not letting the age give him a slap on the wrist.

The lack of good parents is the problems these days remember once my father caught my brother crawling back in the window after being out to 1:00 am in one night, he came home at 11:30 and went to his room to go to sleep then crawled out the window to go be with his friends. Then at 1:00 am I woke up with my brother screaming from my father whupping him, when it stop I pretended to be asleep my father came in my room said I know your faking being asleep let what happen to your brother be a lesson when it is 11:30 time for you to be at home on weekends, you best be at home at 11:30 I just said, Yes, Sir, made sure I got home at 11:15 just to be on the safe side
And the irony is these days your father would be charged and you and your brother sent to be raised by parents who would let you be out all night.
