I like this advice, i do and i get it but i think we have to be realistic and also look at the obstacles as to why people dont do it. If youre in a job that you hate , in a country where jobs are hard to find, it kinda makes sense to not quit. We are in a country where your degree is selected for you by the government and some things like an art degrees are not associated with a good income (normally). So people settle for what they get.
