If you mean that blue icon on the bottom right of rpm meter, it shows your engine/oil/engine cooling system (don't know which exactly) is cold. The engine to work best needs a certain temperature. The effect of it is a bit higher rpm in idle mode until it gets to a specific temperature, when the lights goes off it will all return to normal.
