Fear drives a lot of things into chaos. When people fear crimes they put more into defense. Some defense/power makes those that have less resources/education/underprivileged more likely to combat and disrespect our authorities. When there are not enough of them, look at San Francisco, Chicago, for example, cities become unlivable because of high amount of crime that has no way to be checked. When cities become unlivable, people simply go somewhere else, the ones that can not, simply become homeless.

The police prioritize their funds towards military tech. This money could be better spent hiring engineers to make gadgets to spec with money left over for psychology and effective macropsychology (plus many more things).
