Can reduce the sevirity after risk assessment

Many times we are under impression that, severity can not be reduced. But, sometimes we can reduce the severity ALSO. Let me give example - Earlier for reconstitution of Dry syrups, normal drinking water was recommended. But there was risk of contamination of syrup, so reduce the severity and altermately risk of contamination, additionally sterile water is supplied to reconstitute.
